Luke is a solicitor in our Immigration team and joined Stephens Scown in 2022.

Luke qualified as a solicitor in 2014 and has supported clients with immigration matters for over ten years.

Luke advises and represents clients from around the world. He has experience in all areas of the UK’s complicated immigration system, whether it’s actors who need to get to the UK for last-minute performances, children who need to reunite with elderly parents, businesses fighting to retain Sponsor Licences, or bringing complex judicial reviews to prevent detention.

In response to the UK’s decision to leave the EU, he advised and supported a grassroots not-for-profit, the3million, established to protect the rights of millions of people. He worked with key decision-makers in and around the government to help them understand how the immigration system can better support people. Through this work he contributed to the negotiation and monitoring of the Withdrawal Agreement (the treaty that protects EU citizens living in the UK). He is widely regarded as a leading expert on post-Brexit UK immigration policy.

Luke’s previous work in immigration policy, political advocacy and the law has given him a unique perspective that feeds into his work with clients.

In his spare time, Luke is a keen pianist, enjoys keeping abreast with UK politics, swims, and supports charities. He chairs the board of the Work Rights Centre, a charity that helps migrants access employment justice and improve their social mobility.
