Michelle joined Stephens Scown in January 2026, working as a Senior Associate in the Planning team.  

Qualifying in 2013, she has extensive experience in planning and infrastructure matters. Advising a broad range of clients including developers, local authorities, and private individuals, Michelle works across the full spectrum of planning matters.  

Recent examples of her work include: 

• Advising on a large and complex residential led s106 for a second phase of an expansion to a new town.  

• Advising on a complex section 278 agreement negotiating with highway authorities, technical teams and stakeholders. 

• Acting for local authorities on a complex allocated site, negotiating with landowners, and promoters.

She has worked in-house delivering large, often complex, residential development projects, and worked on applications and appeals, plus section 106 negotiations and development strategy.  

Outside of work, Michelle enjoys spending time gardening on her allotment, walking her dogs, photography, and baking.
